Total Quality Management

Another Guardian job. There was a craze with hospital management for a while called "TQM": Total Quality Management. (Even the School Board got into the fad for a while) The premise was to deliver really great service under the guise of 'empowering' the workers. Empowering the workers meant making them sit in lengthy meetings discussing how to improve their performance (ie: discharge patients faster). TQM fizzled out but not before Kris and I had some fun with it. I couldn't believe I was getting paid not just to cartoon, but to make fun of management. I forget if I wrote the dialogue or if it was written for me. The Guardian was tabloid size at that time, this was one continuous panel across the top.
