During Expo, Vancouver wanted to give the world the impression that we were clean, safe, and a wonderful place to live. (and invest) Translation: get the homeless or socially unattractive out of sight. It might have been Bill Vander Zalm who actually coined the phrase 'Welfare Ripoff Artists'. Yeah. That guy.
